This is the 2nd Edition of the Energy Storage Permitting Guidebook, published
on August 28, 2025.
The contents of the guidebook have been updated to reflect the following changes:
General
Restructured guidebook sections for easier navigation.
Acknowledgements
Updated organization affiliations for listed parties.
Added individuals who were consulted in this latest round of updates.
Section 2: Codes and Standards
Updated referenced code to align with the 2025 code cycle.
Broke out section to separate codes and standards for small residential systems from codes and
standards for multifamily residential and commercial systems.
Added additional guidance for codes and standards impacting energy storage systems in California.
Section 3: Energy Storage Permit Process
Moved the “Typical Permit Review” section into a broader “Energy Storage Permit Process” section.
Added lessons learned and best practices, building off work completed in research for the Energy
Storage Barriers and Best Practices Report.
Section 4: Electronic and Automated Permitting Systems
Simplified this section and added external references for users to learn more about specific energy
storage permitting platforms.

Appendices
Moved detailed topic information from the body of the guidebook to appendices, which users can visit
